Fluency develops over time, once children achieve a more automatic approach to word decoding, fluency instruction begins. This is usually around 1st grade (Fluency powerpoint)because any grade below first grade and many first graders are still on a one-to-one letter sound basis and are just beginning sight words. Recognition of words is important for the beginning stages of fluency achievement. The more experience a child has with reading, the more their fluency skills are going to develop.
